Variable charges clearing in/out of Honduras

We cleared into Honduras in Utila (Bay Islands) in October 2012 and were not charged anything. When we cleared out of Guanaja – again no charges for anything, although we had heard some people were charged a small amount ($5 per passport).
We returned in April of 2013 and cleared in through Guanaja and were charged $10 US total (there are 4 of us on board). While in Utila, we had heard other people talking about being charged $20-$30 to clear out of there and they recommended going to Roatan.
We went to Puerto Cortes on the mainland (for a haulout) and to clear out. We were charged:
$20 US (immigration: $5 per passport)
7 L (about $0.40) for copies, and
$35L (about $1.75US) for an international zarpe.
We were also told we should have reported to the port captain on entering the Puerto Cortes bay – although we were not fined for not doing so.
