Barbuda: Trouble Clearing Out

We had quite a bit of trouble clearing out of Barbuda.
We had cleared in Antigua at English Harbour using eseaclear, a long but simple process. We were told we could clear out from Bermuda, in Codrington.
Getting to Codrington however, involves hiring a taxi or taking the dinghy over 50 meters and to the lagoon then about 1.5-mile ride to Codrington then a 20 min walk to Customs and immigration.
We tried to clear twice without success during working hours. First time around 15:00 there was no one at customs and immigration. We then went to the local police station to get help. The police contacted someone at customs/immigration and we were told to try again the following morning as of 8:00 am. The next morning at 9:30 no one was at Customs or immigration. We ended up going again to the police station to try to get some help. In the end, the police officer granted us clearance to leave the country, but we received no clearance form.
Luckily coming to St. Martin we did not need the clearance from Antigua & Barbuda.
