Finisterre - Clearance
This is a port of entry. See Spain Formalities for full details on clearing into and out of the country.
Finisterre has a concrete town quay (inside the breakwater) where yachts may be able to find some space. Be sure to put out plenty of fenders to protect your hull as the swell can be substantial. This dock is best avoided in north or northeast winds.
It’s also possible to anchor in the bay, north of the breakwater, and come ashore by dinghy.
Note, it’s likely officials here will not be interested in clearing you into the country/EU, as you are transiting through.
