I don’t think Samarai has a working customs office any more which means boats need to go to Alotau to complete formalities. Nonetheless, it is a good idea to check with Customs at Alotau to see if the office at Bwagoia (Misima principal town).
Corrections for spelling and info here is that Misima Island is a pistol shot shorter than 30NM and the Western end at Ebora is exactly 120NM from Alotau and Samarai (South Eastern ‘lands end’ is 250NM from Port Moresby.
Crime at Misima is minimal but lock up properly. If coming from Australia sail on a reach across the Coral Sea and going back the same.
Clearance from Alotau and then going to Misima will entail a windward flog into what can be quite strong SE’lies. Best to leave Milne Bay and anchor overnight in the China Strait or even the Engineers to get the gentler AM wind.
