There does not seem to be a problem is anchoring away from the town at, e,g, Discovery Bay, Wagga Wagga village, and taking a boat across to clear in. Or at one of the excellent anchorages in the Killerton Islands (about ten miles east of Alotou) and taking a local bus into the town.

Sara Mogis at Aloteau Customs is reported to be helpful in ensuring the necessary pre-arrival paperwork was done.

    Data Entry5 says:

A yacht just arrived in Cairns, clearing in after spending 5 months in Papua New Guinea. They visit the Alotau Canoe Festival November 2014 and reported a yacht was robbed by a gang of people with guns and bush knives.

Will look for more details later. Also, beware of some of the customs officers that like you to pay a fee to clear custom. There is no customs fee in PNG, even visa is free for yachts.
