Estonia - Pets
Two useful European Commission links for traveling with pets in the EU:
Estonia’s Rules if coming from an EU country
Dogs and Cats must:
- have a European pet passport
- be identified with a microchip, or tattoo
- be vaccinated against rabies with a valid vaccine at the time of travel and included in the passport.
Puppies and kittens from other EU member state that have not been vaccinated against rabies are allowed entry into the territory of Estonia providing the above requirements are met. The unvaccinated animal must also travel with their mother on whom they are still dependent and was vaccinated against rabies prior to giving birth. If the animal is not traveling with its mother, a declaration of unvaccinated young animals signed by the owner or a person authorized by him must be attached to the certificate or accompanied by the EU pet passport.
Estonia’s Rules if coming from outside the EU
To introduce a pet from a third country, you must enter with your pet through one of the designated Travelers’ Points of Entry.
Dogs and Cats must:
- be identified with a microchip, or tattoo
- have a valid rabies vaccination
In those cases where there is no European pet passport, the animals must be accompanied by:
- a veterinary certificate that must be signed by an official veterinarian of the third country, and written in English
- a declaration, signed by the owner of the animal or a person authorized by him
- if you come from a country not listed in Annex II of Regulation (EU) 577/2013, a rabies antibody titer test is required and must be done in an approved laboratory.
Young cats and dogs from third countries that have not been vaccinated against rabies are not allowed into the territory of Estonia.
