Valparaiso - Docking
This is Chile’s busiest port. There are two mooring facilities in this harbour that welcome visiting sailors, though both anchorages are a little rolly. If coming from the South the first is Puerto Deportivo Valparaiso (located at the Baron Pier or Muelle Baron in Spanish) and the Yacht Club de Chile (on some charts named Yacht Club Recreo).
Just north of Valparaiso harbour are two small and protected bays, also with welcoming yacht clubs. Club de Yates de Higuerillas (about 5 miles north) and the Club de Yates de Quintero (about 15 miles north of Valparaiso). Access to the splendours of Valparaiso is easy from either of these clubs via bus or train.

I went to have a look today and indeed the yacht clubs in Valparaíso have been thoroughly destroyed by a storm, earthquake & tsunami.
It will take quite some time before they are operational again!
Keep up the good work on your great website!
Cheers: Gijs
Update May 2015 by SY Anna Caroline:
Club de Yates de Higuerillas is primarily aimed at their own members but has some room for visiting yachts. Visitors are welcome: the first week is free, after that 50 USD per night.
There are no long-term rates. There are haul-out facilities, but the room is limited. Arrange well in advance. Swell enters the marina, so careful mooring is essential.
