Some people have reported that the links are not working on: https://wiki.openstreetmap.org/wiki/KAP-charts_from_OpenSeaMap
However, on the same page is a link to the download directory on the server:
ftp://ftp5.gwdg.de/pub/misc/openstreetmap/openseamap/charts/kap/
This link works. It does not have all the same chart collections as on the wiki page – some are missing and there are some extra. The files ending in .7z downloaded and extracted fine using Winzip.

Do you have to have constant internet connection to use OoenCPN?
No. I’ve been using it for years, you just need to have the chart files.
